Acceptance of international postal items

Customs declaration CN23 is filled out for international postal items (IPI) with a declared value.

The Meest company delivers only C2C shipments (from a natural person to a natural person) as part of the International parcel delivery service.

The international mail service allows the sending of personal items, gifts, etc. (except for prohibited items).

Commercial shipments are not permitted. In the event that the customs services interpret the contents of the shipment as commercial, it may be detained, additional payments may be imposed, returned to the sender, withdrawn, etc.

For each international postal item, the Sender fills out the CN23 customs declaration, which indicates a detailed description of the attachment, its value, and the sender and recipient data.

International postal items are submitted for attachment verification. The employee who accepts the shipment checks the conformity of the attachment of the description specified by the sender in the customs declaration. In the presence of the sender, the parcel is sealed (sealed with adhesive tape) and weighed.

Items and goods inside the box must be tightly packed, or filled with fillers (bubble wrap, paper, cloth, etc.) to avoid movement of items inside the box during reloading. It is not allowed to bind several boxes together.

The postal operator is not responsible for damage to items placed by the sender in an international postal item, the packaging of which does not ensure their preservation.

International postal item can be opened in an official manner (by customs authorities). In case of inconsistency of the contents, exceeding the value of the contents, the presence of items prohibited for sending, detection of a commercial lot, etc., the customs authorities may detain the parcel, remove it and/or charge customs or other fees. Customs authorities contact the Recipient of the shipment to pay customs fees.

The sender is the payer for sending services.

When receiving a parcel in the USA and Canada, its actual weight and volumetric weight are determined (the number of units of volumetric weight is calculated according to the formula: (length, cm * height, cm * width, cm) / 5000). The cost of delivery is calculated based on the greater of the actual and volumetric weight.

When filing a CN23 declaration in the USA, the material from which the attachment is made must be specified, for example: children’s toy (wood) – 1 pc. - $10; shirt (polyester) - 2 pcs. - $9.

In the USA, it is prohibited to send products in aerosols, batteries/accumulators and devices containing batteries, medicines, dietary supplements and food products.

In Canada, it is prohibited to send products in aerosols, batteries/accumulators and devices containing batteries, medicines, dietary supplements, as well as food products, except sweets for long-term storage in factory packaging, with a total weight of up to 2 kg.

If the sender pays the full price with delivery to the recipient’s door in Canada, then the delivery is carried out without additional payments by the recipient, since the payment when sending with a courier includes the cost of brokerage services and a mandate to the addressee. When sending a parcel to a representative office (office) in Canada, the recipient must pay the customs fee and brokerage services on the spot. The amount of the surcharge is set by the receiving country. The base rates for shipping to a representative office only include shipping to head offices, so the Canadian warehouse charge is the Toronto warehouse charge.

The Meest company provides transportation of non-commercial parcels (gifts, personal items, etc.) from an individual to an individual. Delivery to legal entities in Europe and with notification of parcel delivery is not carried out.

In Europe, the delivery service contacts the recipient by means of a letter to the e-mail box and/or a message or a call to the phone number and/or by leaving a message in the mailbox of the recipient. If the Recipient did not respond to the message and/or the delivery was not made due to incorrect data in the postal declaration, the delivery service returns the goods to the Meest warehouse. Then the parcel can be returned to the sender, it is also possible to clarify the details and send it for redelivery or disposed of in the warehouse.

In the event that the value of the parcel does not match the value declared in the declaration, and/or the commercial lot (more than 5 identical goods in the shipment, in European countries, B2C shipments (commerce) are subject to customs fees), and/or the parcel contains goods prohibited for transportation, customs service employees can withdraw the package, return it, charge customs fees, etc. Customs services may request additional information about the content and value of the goods in the parcel from the Sender or Recipient. Complaints related to the detention of parcels with the indication of inaccurate information about the contents of the parcel in the declaration are not considered.

In case of registration of several parcels from the same sender and/or to the same recipient, the customs services may add up the value of such parcels and act at their own discretion.

To resolve customs clearance issues, the customs office is guided by its own regulations and communicates with the recipient of the parcel.

Address to which international postal items are sent: located at the bottom right in the longitudinal direction.

Sender’s address: located at the top left of the front of the mail.

The address must be comprehensive and completely exclude the need to specify data when sending the postal item.

The address should not contain abbreviated names or any signs unrelated to the address.

Requirements for the packaging of shipments

Corrugated cardboard boxes are used for packing international postal items (IPI), which, according to their characteristics (thickness, strength, complexity, etc.), can be subjected to technical processing and repeated reloading. Indivisible items in factory packaging (wooden, dictation boxes and boxes made of strong cardboard), which corresponds to the established dimensions and ensures the preservation of the attachment, do not require additional packaging.

In order to avoid movement inside the package, items and goods must be tightly packed or filled with fillers (bubble wrap, paper, material, etc.) to avoid movement of items inside the package during reloading and technical processing.

Requirements for packaging of goods, items, other material values that are sent by parcels and require special packaging conditions:

glass or other fragile objects (dishes, souvenirs, CDs, etc.) must be packed in a strong box, packed with an appropriate protective material, and also covered with packing materials;

liquids and substances that easily turn into a liquid state should be placed in hermetically sealed vessels. Each container must be placed in a special strong box filled with a suitable protective material in an amount sufficient to absorb the liquid in case of damage to the container, so that it cannot be easily opened;

oily substances that are difficult to change into a liquid state, such as ointments, soft soap, resin and others, the sending of which causes less inconvenience, should be packed in the original envelope (box, canvas bag, plastic material, etc.), which is then placed in a second box made of sufficiently strong material to prevent the contents from leaking;

dry dyes, such as aniline blue, etc., are allowed for shipment only in hermetically sealed metal boxes, which are placed, in turn, in strong boxes with appropriate protective and absorbent material between both packages;

colorless dry powders – must be placed in strong containers (box, bag), which in turn must also be placed in a box made of strong material;

accurate measuring devices – in a hard container with gaskets that prevent damage to the attachment during shipping. Devices with glass parts are packed in parcel boxes with special fasteners. A “Caution” mark is applied (stuck) to such parcels;

motion pictures, filmstrips and magnetic films – in containers manufactured in accordance with the requirements of regulatory and technical documentation;

printed products (forms, estimate documentation, etc.) weighing up to 5 kilos – in a double envelope made of thick paper. If the weight of the attachment exceeds five kilos, the parcel must have on both sides (address and return) pads made of dictum or sticky cardboard;

coloring powders – in bags made of polyethylene film, oilcloths, thick pasted paper, which are placed in parcel boxes;

loose food products, dried fruits, nuts, etc. – in bags made of polyethylene film, oilcloths, thick oiled paper, which are sealed and placed in a box with a strong base.

Items of clothing, carpets and other soft products can be packed in a soft shell (cloth). Such an attachment should be pre-packaged in polyethylene film or other moisture-proof material. The soft shell (bag, pouch) must be sewn with an internal seam. The upper part of the bag (pouch) is rolled up and firmly tied with twine, to which a tag with the recipient’s address (address tag) made of dictum or thick cardboard is attached.

The postal operator is not responsible for damage to items placed by the sender in an international postal item, the packaging of which does not ensure their preservation.

Delivery terms may be extended if the parcel is submitted for inspection by the customs of the country of destination.

The parcel can be returned to the sender and the cost of such return will be equal to the cost of sending:

in the event that the delivery of the parcel was not carried out due to the sender providing incorrect recipient data;
